What compression damage actually is
JPEG encodes an image in 8x8 tiles and stores a coarse description of each. At low quality those descriptions get so coarse that neighbouring tiles no longer agree at their shared edge, which is the grid you can see in a badly compressed sky. Sharp edges pick up a second problem, a faint echo alongside them called ringing.
PhotoRise treats the two separately. Deblocking only touches pixel pairs that straddle the 8x8 grid, and only when the step across the boundary is small enough to be an artifact rather than real structure, so a genuine edge that happens to land on the grid survives untouched.
Why sharpening alone makes it worse
Sharpening raises local contrast without knowing what the contrast means, so it treats a block boundary exactly like an edge in the picture and makes the grid more obvious. Any tool that offers a sharpen slider as its answer to a compressed image will do this.
Cleaning has to come first, and the sharpening that follows needs a threshold below which it leaves things alone. That ordering is why the stronger modes here remove more blocking rather than less, which is the opposite of what raw sharpening does.
Your image stays on your device

Questions
Can JPEG artifacts be removed completely?
The visible grid and most of the mottling can be removed. The detail the encoder discarded is gone, so a heavily compressed photo comes back clean rather than restored to its original. Combining artifact removal with reconstruction, which happens automatically on smaller images, gets closest.
Will this blur my image?
It should not. Denoising is edge-preserving, meaning it smooths flat areas while leaving boundaries alone, and its strength is scaled to the noise actually measured in your file. A clean image is barely touched.
What format should I save the result as?
PNG if you plan to edit it further, since it is lossless and will not add a new generation of artifacts. PhotoRise picks PNG for smaller results and WebP for larger ones, both at high quality.
